How do you know if a chemical is safe?

One of the best ways of measuring toxicity is "LD-50" which stands for "lethal dose" of 50% of the test population. It works this way: a LD-50 value is assigned to a chemical which represents the number of milligrams of that chemical that it takes to kill 50% of a test population of laboratory rats.
